I didn't have much of a problem with Garibaldi having trouble with his own security. It seems reasonable that any security holes that he new about, he would attempt to close... leaving only those security holes that he doesn't know about.

I'm about halfway through Season 2 (again) at the moment. I'd forgotten how much the pace and depth picked up after the first season.
