Possibly not, but B5 is only a quarter million people, and a chunk of those are transient. The command staff is pretty small and Sinclair is always wandering about. I just think if you're big enough to own or rent a major space on the station, you'd know who the big guys were, especially if you weren't entirely legit - you want to cut down your chances of getting sprung.

But that's just me.
