I always figured it'd be animated though. Maybe this is the early live-action version from before the anime, like they did with Astroboy.

I had to go with Eisei Amamoto, since this is from the film King Kong Escapes (1967) and he plays a character called... Doctor Who! Complete with Hartnell style furry hat and a cloak!
