Time wise, I waited 5 minutes, moved to the back, waited a few more minutes, then left.
Call it 10 minutes all up.
Speaking with others, apparently it's not unusual for a Worldcon Masquerade to be run by master costume guilds, with winners selected based on quality of stitching or spilled glue, etc.
Very different from the Masquerades I'm used to in Australia!
But I'd guess that was a factor in the judging - so culture clash.
