There's a mix of explanations - the basic one being it's a call to the Australian Rain God.

It predates the first world war, but most explanations for it sound like furphies. I think my favourite was about an amateur meteorologist called Huey who was highly accurate at predicting rain. But there doesn't appear to be a definitive beginning.
