My rules of thumb on LJ cuts are - - is what I've written longer than a page. If not, probably don't need to worry about it. - if it is, is it something that's so important, or has it been so long since I last posted, that I shouldn't cut it? - is it full of bad language, potentially offensive content, or is it personal in a way that some folks may not wish to read? If so, cut. - is it a meme? Then 95% of the time, cut. - photographs? Some people are still on dial-up, or have limited bandwidth. Cut. It's polite. There is room for the occasional exception, of course.
I figure if I haven't done a good enough job on the lead-in, or my writing as a whole isn't good enough to make people want to click the cut, then I shouldn't be taking up huge chunks of their Friends Page in the first place with my drivel.
