Short version: Sue Ann was massively out of pocket for convention expenses at Swancon 19/ConFusion, and somewhere between her committee treasurer and the WASFF treasurer all the receipts went missing, so WASFF refused to reimburse her.
I was shockingly angry at the time. I'm still angry now.
