I think it's fair to say that some schools etc have overreacted with impractical policies. Rummaging about online, I found what looks like a sensible one from Gymnastics NSW. Briefly, parents are welcome to snap their own kids, and there are guidelines for dealing with dubious photographers in a low-key manner.
